    • The Frederick [MD] Post, p. 1 (24 Nov 1939), reported:
"SNOUFFER GIVEN 18-MONTH TERM IN THEFT CASE
"Admits He Took $22,050.90 from O.T. Smith & Sons, Baltimore
"Judge Niles Refuses Plea for Probation.
"Baltimore, Nov. 23. -- Pleading guilty to stealing $22,050.90 from his employers over a period of about five years, Roger V. Snouffer, 32 years old, formerly of Buckeystown , Md., yesterday was sentence to eighteen months in the House of Correction.
"Judge Emory H. Niles imposed the sentence in the Criminal Court. An investigation as to possible probationary treatment had been asked by Snouffer's attorney, but the Judge asserted he did not think an investigation would do anything more than confirm what the court already believed....
"Snouffer, a married man with one child, formerly lived on Hawthorne road, Roland Park. Character witnesses spoke of his early history in Frederick county, and of his being a honor student at the University of Maryland. The theft was from the Oscar T. Smith & Sons Company, lithographers, for whom Snouffer had been bookkeeper and assistant treasurer at a $2,500 salary.
"Snouffer, on the witness stand, declared that as soon as he was 'told of the shortage' he had helped audit the books and turned over his insurance and other property in part restitution, but ... [the prosecutor] produced a statement signed by Snouffer in which the man said his misappropriations had continued from 1934 until last September. In addition to obtaining sums by kiting pay rolls, Snouffer admitted misappropriating sums of petty cash and other funds in his charge.
"In his own testimony, Snouffer declared that he had spent the money 'in maintaining my home and living beyond my means.' He said he did not gamble nor drink to excess and that the money had not been wasted in riotous living. His attorney ... spoke of medical and surgical expenses which the man had to undergo for his family....
"Snouffer's attorney stated that the man's relatives, through contributing cash and pledging themselves by mortgages and assignments, had aided him in raising approximately fifty per cent of the shortage as partial restitution. It was stated that the man was covered by surety bond and that restitution was paid to the surety concern."
